Calling homeless folks "the human wreckage of a broken system that denies its responsibility and blames us for its existence," Seattle homeless organizations SHARE, WHEEL, Nickelsville and Real Change yesterday declared a State of Emergency and announced an 8-Point Plan to solve homelessness.
